ENBoost will give a performance increase even to those with no intention of running an ENB preset.

You only need either the wrapper version or the injector version, the injector should only be used if the wrapper version fails to work. Were not quite done yet but before we proceed go and launch skyrim.
We should see that text at the top left if you don't go back and start again.
Next use the VRAM size test tool found here

- Open the ENB binary archive and go to the "WrapperVersion" folder, then extract only d3d9.dll, enbhost.exe, and enblocal.ini into the base Skyrim directory (do NOT copy into the 'Data' directory!).

- If you are on windos 8 / 10 use the value given to you.
In your enblocal.ini under [MEMORY] in VideoMemorySizeMb=

Bonus
I've only tested this on Skyrim Legendary Edition NOT the special edition. Though I can't see a reason as to why it wouldn't work.
Providing you have followed all the previous steps, go here and get ICBINE 3 (I can't believe it is not ENB 3)
Once it is downloaded, create a new folder on your desktop. And extract its contents to that newly created folder.
Rename the d3d9.dll from the ICBINE 3 archive to d3d9_sweetfx.dll
Now open the enblocal.ini your skyrim folder. The top, proxy section should look like this
[PROXY]
EnableProxyLibrary=true
InitProxyFunctions=true
ProxyLibrary=d3d9_sweetfx.dll
Save and close the enblocal.ini.
Now the folder where you extracted the files to on your desktop copy all of the files to the root folder.
eg
D:\SteamLibrary\steamapps\common\Skyrim
DO NOT COPY IT TO DATA FOLDER.
Also imaginator is strongly recommended for ENB's. Wearable lanterns is sometimes recommended but depends largely on what lighting mods you install and what options you choose during installation.
At time of writing this, 5th January 2017 it seems wearable lanterns isn't available for Skyrim Special Edition. Keep a torch handy if you choose a darker preset or tweak the brightness with imaginator.
